Proposed State Budgets under the Proposed Supplemental Interstate Transport Rule
For the 5 states linked to downwind air quality problems with EGUs covered under this action, EPA is proposing to issue new or amended Federal Implementation Plans (FIPs) to establish state emissions budgets to reflect additional emission reductions from electric generating units (EGUs) beginning with the 2025 ozone season. In the control periods for the years from 2026 through 2029, the emissions budget for each State would be the higher of the preset emissions budget or the dynamic emissions budget computed for the State for that control period. As such, the table includes proposed emission budgets for each state for the 2025 ozone season and proposed preset budgets for 2026 through 2029. For 2030 and beyond, EPA is proposing to solely use the dynamic budget process.
