About EPA's Deputy Assistant Administrator for Workforce Solutions
Helena E. Wooden-Aguilar

Helena E. Wooden-Aguilar serves as the Deputy Assistant Administrator for Workforce Solutions in the Office of Mission Support. In her role, as U.S. EPA's Chief Human Capital Officer, Wooden-Aguilar is responsible for leading the development of human capital operations, plans, strategies, policies, and investments to support operations and achieve the organizational goals outlined in the agency’s strategic and annual human capital plans.
Previously, Wooden-Aguilar served as Deputy Associate Administrator for the Office of Policy where she conducted sound regulatory, scientific, and economic analyses. She also created business and community partnerships to achieve better and more cost-effective public health and environmental protection programs. Wooden-Aguilar also served as the Acting Deputy Regional Administrator for Region 6 and the Acting Deputy Chief of Staff in the Administrator’s Office. Earlier in her EPA career, Wooden-Aguilar held various management and leadership positions in the Office of Enforcement and Compliance Assurance, and she has served as a supervisor and expert advisor on sensitive issues in the Office of Civil Rights while leading their financial and human resources initiatives.
Prior to joining the EPA, Helena worked as a staff attorney at the Pennsylvania Coalition Against Domestic Violence in Harrisburg, Pennsylvania. She holds a Juris Doctor from Vermont Law School and a Bachelor of Arts in Sociology and Bachelor of Arts in Anthropology from Howard University.
