About EPA's Deputy Assistant Administrator for Workforce Solutions & Inclusive Excellence
Helena E. Wooden-Aguilar
Helena E. Wooden-Aguilar serves as the Deputy Assistant Administrator for Workforce Solutions and Inclusive Excellence in the Office of Mission Support. In her role, she oversees major support functions for the agency, including human resources management, acquisitions and contracts, grants management, and facility operations and management.
Previously, Helena served as Deputy Associate Administrator for the Office of Policy where she conducted sound regulatory, scientific, and economic analyses. She also created business and community partnerships to achieve better and more cost-effective public health and environmental protection programs. Helena has also served as the Acting Deputy Regional Administrator for Region 6 and for two years served as the Acting Deputy Chief of Staff in the Administrator’s Office. Earlier in her EPA career, Helena held various management and leadership positions in the Office of Enforcement and Compliance Assurance, and she has served as a supervisor and expert advisor on sensitive issues in the Office of Civil Rights while leading their financial and human resources initiatives.
Prior to joining the EPA, Helena worked as a staff attorney at the Pennsylvania Coalition Against Domestic Violence in Harrisburg, PA. She hold a Juris Doctor degree from Vermont Law School and two Bachelor of Arts degrees in sociology and anthropology from Howard University in Washington, DC.
