What is Climate Resilience Evaluation and Awareness Tool?
Climate Resilience Evaluation and Awareness Tool (CREAT) is a tool that assists water sector utilities in assessing climate-related risks to utility assets and operations. Throughout CREAT’s five modules, users consider climate impacts and identify adaptation options to increase resilience. The modules are:
- Climate Awareness: Provide basic utility information; increase awareness of climate impacts;
- Scenario Development: Understand utility risk; design scenarios of threats based on climate data;
- Consequences and Assets: Outline potential consequences; catalog critical assets;
- Adaptation Planning: Inventory current actions that provide resilience; design adaptation plans; and
- Risk Assessment: Assess risk from a changing climate; compare risk reduction of adaptation plans.

In Step 7, select CREAT from the dropdown menu. You will receive an email when your registration has been approved.
Existing users: Log inExisting users, please note that the CREAT login process is transitioning.
- You may continue to use the “WAA Username & Password” tab to log in until December 31, 2021.
- Starting January 1, 2022, you will need to log in using the “Login.gov” tab. If you do not have a Login.gov account, create an account with the same email address associated with your WAA Username. This will become your new method for logging in.
Connection to other EPA tools:
CREAT has import capacity and integrates with our Resilient Strategies Guide, as well as EPA’s Vulnerability Self-Assessment Tool (VSAT). Community drinking water systems using VSAT to comply with the risk and resilience assessment or emergency response plan requirements in Section 2013 of America’s Water Infrastructure Act can import their VSAT results directly into CREAT to assess the long-term impacts of their natural disaster threat.
