Guidance on Calculating the Economic Benefit of Noncompliance by Federal Agencies

Congress and the President have directed EPA to treat federal agencies the same as private parties with regard to enforcement. As a result, EPA now has penalty and order aurthoriy against federal agencies under most major environmental statutes. This document outlines those directions. Issued Sept. 30, 1999.
