Environmental Justice and External Civil Rights Implementation Plans
In Fiscal Year (FY) 2022, for the first time in EPA’s history, Environmental Justice (EJ) and External Civil Rights (ECR) Implementation Plans were developed by seven headquarters offices and ten regions, each with commitments to implement Goal 2 of EPA’s FY 2022-2026 Strategic Plan, EPA’s Equity Plan priorities, and other program and regional priorities annually, starting in FY 2023.
The overarching goal of these annual implementation plans is to outline and assess what is needed to achieve tangible progress for historically overburdened and underserved communities and ensure the fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income, as well as disability, sex, and age under the civil rights laws, in developing and implementing environmental laws, regulations, and policies.
Each plan contains commitments within several goal areas, including working with communities, EJ and ECR integration at EPA, engagement with external partners, ECR compliance, and other coordinated cross-agency activities. Read the summary below.
