Can applications have additional Environmental Justice metrics?
Yes. Page 30 of the RFA encourages applicants to utilize additional, tailored EJ metrics in addition to those listed as required. The RFA does not comment on whether those metrics should be used as evaluation criteria in Project RFAs.

Can the recipient make multi-year grants to sub recipients?
If an applicant has a multi-year program that is selected for funding, and that program can be executed and closed out within the six-year period of the cooperative agreement, this is allowable.
