Release Notes for OTAQREG v2.1.0

Introduction
Version 2.1.0 of the OTAQ Registration System (OTAQReg) introduces functionality for complying with 40 CFR part 1090 regulatory changes.
40 CFR part 1090 (the “Fuels Regulatory Streamlining”) streamlines and modernizes EPA's fuels regulations under 40 CFR part 80, and generally replaces the gasoline and diesel subparts across 40 CFR part 80, including RFG, Anti-Dumping, ULSD, Sulfur, and Benzene requirements. The Fuels Regulatory Streamlining also includes updated regulatory text for Registration, Reporting, Attest Engagements and Sulfur / Benzene Averaging, Banking and Trading (“ABT”) regulatory provisions. The Fuels Regulatory Streamlining is effective on Jan.1, 2021, while the compliance deadlines mandated by the rule will come into effect throughout 2021 and 2022. Attest auditors and surveyors may begin to register in OTAQReg on Jan.1, 2021, and version 2.1.0 of OTAQReg introduces functionality to enable these registrations. EPA expects to implement additional OTAQReg functionality enhancements in 2021 and 2022 to enable parties to comply with regulatory deadlines. The RFS program requirements remain in 40 CFR part 80, subpart M. New Business Activities for Independent Surveyors and Attest Auditors
For the first time, companies can choose to register as Independent Surveyors or Attest Auditors. New companies seeking to register as Independent Surveyors and Attest Auditors will see specific business activities that apply to them in OTAQReg. Registered Quality Assurance Providers will also be able to update their registrations with new activities to perform the functions of Independent Surveyors and Attest Auditors.
New User Role
Users will be able to see and choose the updated role “Part 80/1090 Report Submitter” (updated from “Part 80 Submitter”).
Removal of Registration Requirement for Independent Labs
Independent Labs are no longer required to register under 40 CFR part 1090. Therefore the Independent Lab business activity is no longer available when selecting new business activities. Independent Labs that are currently registered will remain registered but will not be able to change their business activities.
Removal of the Small Refiner Designation
The Small Refiner designation is no longer applicable beginning in 2021 under 40 CFR part 1090. T herefore the Small Refiner business activity is no longer available when selecting new business activities. Small Refiners that are currently registered will remain registered but will not be able to change their business activities.
