Can there be advisors, not paid as Coalition members, who are eligible to be Project Subrecipients?
EPA received a similar question related to Coalition Members, and the response applies to all organizations advising or participating in the development of a Project RFA or review and selection of project subrecipients. Any entity privy to or involved in the development of any information that would give them a competitive advantage should not be eligible to compete as a project subrecipient. The purpose of this is to ensure a fair and equitable Project RFA that will build and sustain relationships with underserved communities. If selected as a Principal Recipient, applicants encountering potential conflicts of interest would consult with their EPA Project Officer.
