We can see our proposal working well as a regional or basin wide proposal. Is there any issue with submitting for both?

You could submit two applications, one for regional and one for basin-wide (if selected, we would only fund one GLEJGP). Additionally, you could choose to submit only basin-wide. You may be selected for the full proposal or depending on programmatic needs we might work with your program to focus on a particular region for partial funding. Both are reasonable options.
