BAE Systems Norfolk Ship Repair (BAE) entered the Facility Lead Program in 2005, and began Site Characterization Activities in the summer of 2007.
Cleanup Status
Follow-up investigations were conducted in 2008 and 2009, and a hot spot removal of soil containing polycyclic aromatic hydrocarbons (PAHs) was conducted as an interim measure. The resulting RFI report was submitted in early 2010 and demonstrated that there are no current threats to Human Health or the Environment at the facility. EPA issued a proposed remedy detailed in the Statement of Basis for No Further Action With Controls for Public Notice in August 2011. EPA did not receive any comments on the proposed remedy. The Final Decision and Response to Comments (FDRTC) was signed by EPA on September 19, 2011, and submitted to BAE. The FDRTC calls for a Materials Management Plan to be submitted by BAE to EPA for approval and for BAE to restrict land use to industrial through a covenant.
Site Description

BAE Systems Norfolk Ship Repair is located in an entirely industrial area on West Berkley Avenue in Norfolk. The facility is approximately 110 acres and is bounded on the west and southwest by the Elizabeth River, to the northeast by a foundry and a shipyard, to the southeast by parking areas and a City of Norfolk vehicle impound lot, and to the east by Interstate 464. Within one mile of Norfolk Ship Repair (but separated from the facility by I-464) are a couple of churches, an elementary school, and residential properties. There are no potable drinking water wells within five miles of the property. The facility employs approximately 1000 workers and has been repairing military and commercial ships since 1915. The shipyard has two floating drydocks and six piers. Operations at the shipyard include ship repair, machine shops, metal works, waste water treatment and oil recovery, grit blasting, painting, drydock operations, hazardous material use and storage, fire protection services, and other shipyard-related services.
