Public Comment Period for Proposed Final Remedies at Seven Solid Waste Management Units

INTRODUCTION

EPA Region 7 invites the public to review and comment on the Proposed Final Remedies for corrective measures at seven Solid Waste Management Units (SWMUs) and Permit Modification at Fort Leavenworth, Kansas. The 45-day public comment period runs from March 14, 2019, through April 27, 2019.

The public is encouraged to review EPA’s Statement of Basis and investigation reports regarding the seven SWMUs. This information is contained in the Administrative Record and is available during normal business hours at the following locations:

BACKGROUND

Fort Leavenworth is an active U.S. Army installation where officers are trained for staff work. Also, Fort Leavenworth provides long-term confinement for military prisoners in the United States Disciplinary Barracks (USDB). Other significant activities include coordination of combined arms collective training and the National Simulation Center. The Fort has been active since 1827.

The purpose of the Statement of Basis is to summarize the risk posed by hazardous constituents at the SWMUs and the Proposed Final Remedies for corrective measures to address the risk. The seven SWMUs are identified as:

FTL-34: Wash Rack at Building 431
FTL-35: Wash Rack at Former Building 571
FTL-43: Incinerator at Former Building 111
FTL-56: Waste Oil Storage at Building 132
FTL-61: Fuel Tank at Building 431
FTL-63: Scrapyard at Building 280
FTL-67: Old PX Service Station at Former Building 350

THE CONTAMINATION

Varying degrees of soil and groundwater contamination have been identified at these SWMUs. The most significant contaminants include lead, arsenic, volatile organic compounds, and semi-volatile compounds.

PROPOSED FINAL REMEDIES

The Proposed Final Remedies for corrective measures at the seven SWMUs range from no action to the excavation and off-site disposal of contaminated soil. With the exception of SWMU FTL-61, land-use controls restricting future activity and use at the SWMUs is a component of the Proposed Final Remedies.

A formal public hearing has not been scheduled, but will be held if there is significant public interest. Requests for a public hearing must be made in writing to the EPA contact at the address listed on Page 1 and must state the nature of issues to be raised at the hearing. EPA will evaluate any request and hold a formal hearing if it finds that a hearing will contribute to the decision-making process by clarifying significant issues affecting the cleanup remedies. Comments or hearing requests must be submitted in writing by midnight on April 27, 2019.

EPA will make the remedies final only after the public comment period ends and all comments are reviewed. With respect to each SWMU, EPA may modify the proposed remedy or choose another one, based on any new information and comments from the public.
