Industrial Pretreatment Program for New England
Overview
The Industrial Pretreatment Program prevents the discharge of pollutants to Publicly-Owned Treatment Works (POTWs) which will interfere with the operations of the POTW or its use and disposal of municipal biosolids. In addition, the Pretreatment Program prevents the introduction of pollutants to POTWs that may pass through into rivers, lakes, and streams causing toxicity or other impacts. Implementation of the Pretreatment Program is defined at 40 CFR Part 403. These regulations describe the responsibility of the EPA, states, POTWs, and industrial users in protecting the POTWs, sewer systems, biosolids, receiving waters, and worker health and safety.
EPA Region 1 directly implements and enforces the pretreatment program in Massachusetts and New Hampshire. The states of Maine and Rhode Island have been authorized by EPA to implement and enforce the Pretreatment Program in their respective states. Connecticut and Vermont are classified as 40 CFR 403.10(e) programs and oversee their Significant Industrial Users directly.
Pretreatment Workshop - Region 1
EPA Region 1 annually sponsors a workshop to address the varied needs of municipal pretreatment personnel. Advanced to basic pretreatment training, discussions, and presentations are provided by local, state, and federal government representatives, as well as, experts from outside the government. The attendees are generally POTW and state employees responsible for administering Industrial Pretreatment Programs as required by the Federal pretreatment regulations 40 CFR Part 403.
