The Protocol Gas Verification Program (PGVP) is designed to ensure the accuracy of calibration gases used by power plants to perform quality assurance and quality control tests.
Power plants equipped with continuous emission monitoring systems (CEMS) that follow the part 75 requirements must procure EPA Protocol Gases from a production site that is a PGVP participant on the date that the gases are procured, or from a vendor who sells unaltered EPA Protocol Gases that are produced from a production site that is a PGVP participant on the date that the vendor procured the gases. These gases and the associated quality assurance/quality control (QA/QC) checks help ensure the quality of the emission data that EPA uses to assess compliance with emission reductions requirements under the Clean Air Act.
The PGVP has four main objectives: (1) to ensure that EPA Protocol Gases meet the accuracy requirements of 40 CFR Part 75, (2) to assist calibration gas consumers in their purchasing decisions, (3) to provide an incentive for gas vendors that perform well in the audits to continue to use good practices, and (4) to encourage gas vendors that perform poorly in the audits to make improvements.
The resources on this page provide information on current and historical participants in the program, audit results from the program, and resources for requesting participation in the program.

In collaboration with the National Institute of Standards and Technology (NIST), EPA audits the EPA Protocol Gases used to calibrate CEMS and the instruments used in EPA reference methods. The following PGVP audit reports are available:
- 2010 EPA Protocol Gas Audit (pdf) (released 1/13/2011)
- 2013 EPA Protocol Gas Audit (pdf) (released 4/21/2015)
- 2015 EPA Protocol Gas Audit (pdf) (released 7/27/2022)
- 2018 EPA Protocol Gas Audit (pdf) . (released 12/23/2020)
