A final permitting decision has been made to issue the Clean Air Act (CAA) Permits for the Sea Port of Texas (SPOT) Deepwater Port (DWP); title V Permit Number R6PSD-DWP-GM7 and Prevention of Significant Deterioration (PSD) Permit Number R6T5-DWP-GM7.
In accordance with the CAA, as amended (42 U.S.C. §§ 7401 et seq.), the U.S. Environmental Protection Agency (EPA) has reviewed applications submitted the Sea Port of Texas (SPOT) to be owned and operated by:

for a Prevention of Significant Deterioration (PSD) permit and a title V Operating permit authorizing the construction and operation of the SPOT DWP. This facility is to be located approximately 30 miles off the coast of Brazoria County, Texas.
The EPA issued and published requests for public comment regarding EPA’s proposed action on the above applications on November 20, 2019. EPA received one written comment letter during the Public Comment period and several additional communications from interested persons between August and December of 2022.
The final CAA permits, a copy of the permit decision transmittal letter, our Basis of Decision, Public Comments, Responses to Public Comments, and other supporting documents have been added to the Administrative Record available online at the Regulations.gov website in the docket for the SPOT DWP specific to EPA’s CAA permit actions for this facility:
