Multi-Year Grants
The information on this page is for Tribes in Region 10 interested in applying for multi-year grants under the Indian Environmental General Assistance Program (GAP) and Performance Partnership Grants (PPGs). Why Apply for a Multi-Year Grant?
Multi-year grants of 2, 3, or 4 years provide many benefits to both Tribes and EPA. Let us count the ways:
- Greater predictability in long-term planning. If the grant is longer term, you can forecast your budget for personnel with more confidence knowing that funds will be available for that period of time.
- Reduced administrative burden for the Tribe. If you only have to submit those pesky forms once in four years, for example, that’s so much easier than having to submit them each year!
- Reduced administrative burden for EPA. If Project Officers don’t have to spend so much time processing applications, they’ll have more time to focus on the actual grant work, which means greater service to the Tribes on the environmental issues they care about.
- Flexibility. The Tribe will need to submit a work plan and budget for each year requested, but work plans and budgets can be updated as needed. We understand that plans can change.
How do I get started?
First step: Talk with your Project Officer to see if a multi-year grant is a good fit for your Tribe.
How do I apply for a 4-year grant?
Submit a work plan and budget for each year of the grant. Also submit one set of the following forms for all four years: Pre-Award Compliance Review, SF-424. SF-424A, EPA Contacts Form, and Lobbying Form.
What if I am already in the first or second year of my grant cycle?
Tribes already in the first year can apply for a 3-year grant next year. Tribes in the second year can apply for a 2-year grant. (Tribes in the third year of their 4-year grant cycle can only apply for a 1-year grant.) Submit one set of the following forms for all two or three years: Pre-Award Compliance Review, SF-424. SF-424A, EPA Contacts Form.
Will the funds be awarded all at once?
No. Funds will be awarded by October 1 each year.
If I receive a multi-year award, does this mean I won’t have to revise the budget or work plan again in that grant period?
It’s possible, but there are many situations that could drive revisions. For example:
- The Tribe may want to adjust the work plan and budget to reflect changing priorities.
- If the Tribe receives an updated indirect cost rate, the budget will need to be revised.
- Congressional funding could change and Tribal budgets may need to be revised up or down, which could also affect work plans.
While edits may be needed, these are minor revisions that are far less time consuming than having to submit a whole new application every year.
