Rule Summary
This action finalizes amendments to the national volatile organic compound (VOC) emission standards for the aerosol coatings category under section 183(e) of the Clean Air Act (CAA). The emission standards under CAA section 183(e) require the EPA to control VOC emissions from certain categories of consumer and commercial products to reduce VOC emissions contributing to ozone formation and ozone nonattainment.
EPA is adding volatile organic compounds and reactivity factors to the list of compounds allowed to be used in formulations, revising the default reactivity factor, updating coating category emission limits, and revising the threshold for VOCs covered by the rule. This action will also require updated test methods to determine compliance with reactivity limits, and require electronic reporting from regulated entities.
