Rule Summary
Surface Coatings of Large Appliances; Printing, Coating, and Dyeing of Fabrics and Other Textiles; and Surface Coating of Metal Furniture Residual Risk and Technology ReviewsThis action promulgates national emission standards for hazardous air pollutants (NESHAP) for new and existing metal furniture surface coating operations located at major sources of hazardous air pollutant (HAP) emissions. The final standards implement section 112(d) of the Clean Air Act (CAA) which requires the Administrator to regulate emissions of HAP listed in section 112(b) of the CAA. The intent of the standards is to protect public health and the environment by requiring new and existing major sources to control emissions to the level attainable by implementing the maximum achievable control technology (MACT).
Metal furniture surface coating operations emit HAP such as xylene, toluene, glycol ethers, and ethylbenzene. We anticipate that all new sources will take steps to reduce their actual and potential HAP emissions to below the major source threshold and avoid becoming subject to the NESHAP. Therefore, we are not attributing any HAP emission reduction for new sources to the rule. For existing major sources, we estimate compliance with the emission limits will result in a reduction of nationwide organic HAP emissions of 14,800 Mg/yr (16,300 tpy). This represents a reduction of approximately 73 percent from the baseline organic HAP emissions of 20,300 Mg/yr (22,308 tpy). Emissions of the HAP methyl ethyl ketone (MEK) and ethylene glycol monobutyl ether (EGBE) are included in the emission inventory and emission reduction estimates for this source category. Both HAP have been delisted since promulgation of the final rule.
