Rule Summary
The Synthetic Organic Chemical Manufacturing Industry (SOCMI) is a large source category that includes hundreds of chemical plants manufacturing bulk commodity chemicals. EPA has promulgated NSPS for Volatile organic compound (VOC) emissions from process vents and equipment leaks at SOCMI facilities. Process vents from air oxidation units, distillation operations, and reactor processes are required to be controlled under the SOCMI process vent NSPS while for equipment leaks, SOCMI facilities must control VOC emissions following a leak detection and repair program.
