Comprehensive UIC Program Evaluations
EPA has developed a framework for conducting a comprehensive program evaluation (CPE) for any state, tribe, or territory authorized to enforce and implement a UIC program (commonly referred to as a primacy program). The CPE framework, outlined in the document attached below, will improve EPA’s ability carry out its oversight role. It will increase consistency across the Agency and will provide increased transparency for those primacy programs under review. It will also serve as a resource for anyone trying to understand how the Agency conducts UIC program oversight.
While the CPE framework is intended as a general guide for regions conducting comprehensive program evaluations, regions have the flexibility to add review elements or additional questions, or request additional information from any given primacy program based on circumstances or issues specific to that primacy program or region.
The CPE framework is applicable to primacy programs approved under both SDWA 1422 and 1425 and covers Well Classes I, II, III, V, and VI.
