Justice40 and Geos
Justice40 and Geographic Programs
From a Justice40 perspective, each program is, through its program-specific Equity Strategies, identifying ambitious but achievable targets and the strategies to achieve them.
EPA is treating the Geos as covered under Justice40 for purposes of Bipartisan Infrastructure Law implementation. EPA has established a program-wide (i.e., for all Geos in aggregate) target of accruing at least 40% of benefits – including Bipartisan Infrastructure Law funds distributed – to disadvantaged communities. Each program will develop a Bipartisan Infrastructure Law equity strategy which sets a program-specific baseline and Bipartisan Infrastructure Law FY22-26 target, and outlines steps to achieve it. The submission of a robust equity strategy is a pre-condition for waiving or reducing non-federal share in outyears (FY23-26) of Bipartisan Infrastructure Law funding, and thereafter waiving/reducing cost-share will be limited to awards that primarily benefit disadvantaged communities.
This funding stream will be presented in USASpending, under the normal DATA Act cadence, at Program Activity, Object Class, and Appropriation levels.
