Federal EJ Mapping Tools
Below are links to several different federal environmental justice mapping tools. These tools can supplement EJScreen information by providing data on federal issues beyond the purview of the EPA.
- Climate and Economic Justice Screening Tool
This tool was built by the Council on Environmental Quality to address the Justice40 Initiative as directed by Executive Order 14008 on Tackling the Climate Crisis at Home and Abroad. The goal of the Justice40 Initiative is to provide 40 percent of the overall benefits of certain Federal investments to disadvantaged communities. The purpose of the tool is to help Federal agencies identify those disadvantaged communities that are marginalized, underserved, and overburdened by pollution. The current version of the tool provides socioeconomic, environmental, and climate information to inform decisions that may affect these communities. The tool identifies disadvantaged communities through publicly-available, nationally-consistent datasets. - Screening Tool for Equity Analysis of Projects (STEAP)
This tool, built by Department of Transportation, is an extension of a web application that permits rapid screening of potential project locations to support Title VI, environment justice (EJ) & other socioeconomic data analyses. The tool provides estimates of the socioeconomic characteristics of the resident population surrounding a project location. The STEAP is designed to have a simple straightforward user interface allowing users to specify project locations by selecting existing highway segments or drawing lines of proposed roadways on the map. - Energy Justice Dashboard (Beta)
The Energy Justice Dashboard (BETA) is a pilot data visualization tool that displays Department of Energy (DOE)-specific investments in communities across the country experiencing disproportionately high and adverse economic, human health, climate-related, environmental, and other cumulative impacts. The Dashboard displays cost data — grants, cooperative agreements, and contracts — from more than twenty-five DOE program offices. It was built to help better understand how the Department’s funding and investments are distributed to overburdened and underserved communities that have been left behind and unheard for too long. - NOAA’s EJ Tools and Resources
This National Oceanic and Atmospheric Administration environmental justice web page provides useful tools and resources for decision-makers and practitioners working to tackle weather and climate disasters in vulnerable communities. This page contains authoritative climate information and services that help all Americans become more resilient in the wake of more extreme weather events, with a focus on vulnerable communities which may bear the brunt of weather and climate impacts. - Environmental Justice Index
The Centers for Disease Control and the Agency for Toxic Substances and Disease Registry developed the Environmental Justice Index to rank the cumulative impacts of environmental injustice on health for every census tract. The EJI ranks each tract on 36 environmental, social, and health factors and groups them into three overarching modules and ten different domains. It was developed to help public health officials prioritize action for those communities most at need.

- P2 EJ Facility Mapping Tool
The P2 EJ Facility Mapping Tool helps prospective P2 grant applicants, grantees and interested stakeholders geographically target facilities in or adjacent to underserved communities within the framework of the P2 program’s five industrial sector-based National Emphasis Areas (NEAs). The tool allows users to identify industrial facilities that may be contributing to pollution levels in a selected area, including communities with environmental justice (EJ) concerns. - Power Plants and Neighboring Communities Mapping Tool
The Power Plants and Neighboring Communities Mapping Tool identifies the locations of power plants and highlights the key demographics of people living within three miles of those plants. The map displays all fossil fuel-fired power plants that supply electricity to the grid. - Drinking Water Mapping Application to Protect Source Waters (DWMAPS)
DWMAPS is an online mapping tool to help you find information critical to protection drinking water sources. - EnviroAtlas
EnviroAtlas provides geospatial data, easy-to-use tools, and other resources related to ecosystem services, their chemical and non-chemical stressors, and human health. - Risk-Screening Environmental Indicators (RSEI) Model
EPA's Risk-Screening Environmental Indicators (RSEI) model helps policy makers, researchers, and communities explore data on releases of toxic substances from industrial and federal facilities. RSEI incorporates information from the Toxics Release Inventory (TRI) on the amount of toxic chemicals released, together with factors such as the chemical’s fate and transport through the environment, each chemical’s relative toxicity, and potential human exposure. RSEI model results can be used to help establish priorities for further investigation and to look at changes in potential human health impacts over time. - Cleanups in My Community
Cleanups in My Community (CIMC) enables you to map and list hazardous waste cleanup locations and grant areas, and drill down to details about those cleanups and grants and other, related information. - Watershed Assessment, Tracking and Environmental Results System (WATERS)
WATERS integrates water-related information by linking it to the NHDPlus stream network. The National Hydrography Dataset Plus (NHDPlus) provides the underlying geospatial hydrologic framework that supports a variety of network-based capabilities including upstream/downstream search and watershed delineation. - NEPAssist
NEPAssist is a tool that facilitates the environmental review process and project planning in relation to environmental considerations. The web-based application draws environmental data dynamically from EPA's Geographic Information System databases and web services and provides immediate screening of environmental assessment indicators for a user-defined area of interest. These features contribute to a streamlined review process that potentially raises important environmental issues at the earliest stages of project development. - Toxic Release Inventory (TRI) Toxics Tracker
Use the TRI Toxics Tracker to identify industrial facilities in your community that release chemicals into the air, water, and land. Learn what chemicals these facilities release, how these facilities are reducing releases, and potential health impacts of these releases. - BENMap CE
BenMAP-CE is an open-source computer program that calculates the number and economic value of air pollution-related deaths and illnesses. The software incorporates a database that includes many of the concentration-response relationships, population files, and health and economic data needed to quantify these impacts.
