EPA recommends that federal agencies take a proactive role in working with States and local air agencies and Tribal governments to ensure that the applicable implementation plan for the area addresses the federal facilities and potential future emissions from their projects. Federal agencies and facilities affected by the General Conformity regulations should evaluate the existing emissions within the area and the potential for emission reductions from current sources. During the implementation plan development process, the federal agencies should provide the State and local air agencies and the Tribal governments with information about their potential future projects. Such efforts will allow the States and local air agencies and Tribal governments to include the relevant federal facilities and future projects into the applicable implementation plan.
Taking a proactive role will allow federal agencies to more effectively participate in the various provisions within the General Conformity regulations, such as the Early Emissions Reduction Credits (EERC) and the facility-wide emissions budget programs.
