Active Ingredients Allowed in Minimum Risk Pesticide Products
The following active ingredients can be used in pesticide products that are exempt from the requirements of the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) under the minimum risk exemption regulations in 40 CFR 152.25(f). They can be used alone or in combination with other substances listed in this paragraph, provided that all of the criteria for minimum risk exemption are met.
How to Use This List
The list contains all the eligible active ingredients under 40 CFR 152.25(f)(1).
- All listed active ingredients may be used in non-food-use products.
- Products intended for use on food-use sites (i.e., used on food, food crops, food-contact surfaces, or animal feed commodities) can only include active ingredients with applicable tolerances or tolerance exemptions in 40 CFR 180. These requirements fall under section 408 of the Federal Food, Drug, and Cosmetic Act and EPA's implementing regulations at 40 CFR 180.
- Before labeling a minimum risk product for a food use, verify that the use you are labeling has been approved in 40 CFR 180 for each ingredient used in the product.

Finalized Regulation Changes
In December 2015, EPA finalized a rule to clarify this list with specific chemical identifier (i.e., the Chemical Abstract Service or CAS number) and the name that will be required to be on the label (i.e., the label display name) for each of the active ingredients.

In November 2022, EPA finalized a rule adding chitosan (Poly-D-Glucosamine) to its list of active ingredients eligible for use in minimum risk pesticide products exempt from registration and other requirements of FIFRA. The final rule will be effective on January 9, 2023.
