2015 AOC Investigation and Remediation: Fuel Releases
The 2015 Administrative Order on Consent (AOC) requires the Navy to develop a plan addressing the January 2014 fuel release from Tank #5 as well as plans to address any future releases of fuel. The Navy is evaluating and implementing various investigative techniques to determine the extent of contamination in the ground around Red Hill. The Navy will also investigate a number of remediation methods for use in the Red Hill area. The Navy will evaluate methods based on their feasibility of implementation, suitableness for use in fractured basalt geology, and effectiveness in reducing contamination.
The Navy submitted a final scope of work on November 5, 2016 which was conditionally approved by the Regulatory Agencies and subsequently revised again and re-submitted on January 5, 2017 (see: Additional Documents).
The Final Approved Scope of Work requires the Navy to develop a number of interim reports that address the installation of groundwater monitoring wells, the extent of available data that can be used to develop models, identification of data gaps, sampling and analysis procedures, assessing natural attenuation, and the development of conceptual site models and groundwater flow models. To date the Regulatory Agencies have received interim deliverables addressing the installation of groundwater monitoring wells and the analysis of groundwater samples, the collection of data to support the development of the groundwater flow and fate & transport models. Documents submitted to date include the Existing Data Summary and Evaluation Report (March 5, 2017), the Red Hill Data Gap Analysis Report (April 25, 2017), the Conceptual Site Model Development Plan (September 1, 2017), the Attenuation Evaluation Plan (September 1, 2017), an addendum to the Sampling and Analysis Plan (September 1, 2017), the Sentinel Well Network Development Plan (December 11, 2017) and the Risk Based Decision Criteria Development Plan (December 11, 2017). EPA and Hawai'i DOH (the Regulatory Agencies) reviewed these documents and on December 20, 2017 provided comments to the Navy on four of the documents: the Conceptual Site Model Development Plan, the Sampling and Analysis Plan Addendum 01, the Attenuation Evaluation Plan, and the Monitoring Well Installation Plan Addendum 02 (available documents: Groundwater Monitoring at Red Hill).
