This technical guidance describes how to use EPA's MOVES4 model to estimate greenhouse gas emissions and/or energy consumption from onroad and nonroad vehicles in a state or metropolitan area. This guidance replaces the June 2016 version that was previously available on this page.December 2024 Note: This guidance is based on MOVES4 but largely applies to the latest version of MOVES, MOVES5, with the exception of the new guidance for the AVFT fuels input found in the MOVES5 Technical Guidance: Using MOVES to Prepare Emission Inventories for State Implementation Plans and Transportation Conformity (pdf) Please refer to Section 4.8.3 of the MOVES5 Technical Guidance for this input.
