Border 2025 Organization and Roles

NATIONAL COORDINATORS (EPA-SEMARNAT)

• US Coordinator: EPA
• Mexican Coordinator: SEMARNAT
• Provide leadership, oversight and manage the overall program implementation and ensure cooperation, coordination and communication among all coordinating bodies
• Meet at least annually, in person or through video teleconference, with the Policy Workgroups and Regional Coordinators to take stock of on-going progress and set program direction
• Encourage participation from task force members and other relevant agencies, as appropriate, and assist in identifying and leveraging funding sources for binational efforts and projects
   

POLICY WORKGROUPS (AIR, WATER, LAND, EMERGENCIES)

• US Co-Chair: EPA
• Mexican Co-Chair: SEMARNAT
• Goal-specific, borderwide or multi-regional
• Identify priority policy issues that can be addressed through federally led effort
• Coordinate and consider input from National Coordinator and Regional Coordinators
• Consider review and comments from US and Mexican States, US Federally recognized Tribes, Mexican indigenous and Afro-Mexican communities, in addition to providing an opportunity for input, advice and support from NGOs and the public
   

REGIONAL COORDINATORS

  • California/ Baja California/ Tribes*
  • Arizona/ Sonora/ Tribes*
  • New Mexico/ Texas/ Chihuahua/ Tribes*

• US Regional Coordinator: EPA Regional Administrator for Region 6 and Region 9
• Mexican Regional Coordinator: SEMARNAT’s Representative Offices at a corresponding border state designated by SEMARNAT
• Goal and geographically focused
• Coordinate regional activities and support efforts of local Task Forces
   

• Created and managed by the Regional Workgroups
• Identify priority issues and help facilitate pilot projects by convening local, state, and tribal governments, academia, NGOs and the public
• Task Forces based on media:
  • Air
  • Water
  • Land
  • Emergencies
  • Additional Task Forces (optional) depending on problem or Region
