Prepare for Funding
To prepare for funding, conduct these pre-disaster funding activities.
- Become familiar with the basics of disaster funding programs.
- Contact local and state officials with connections to funding.
- Document pre-disaster conditions as well as after disaster damage, costs, and repairs using photographs, work order, maintenance records, etc.
- Develop emergency procurement policies and procedures prior to an emergency – this ensures contractor costs are reasonable and well-documented.

"When an emergency condition arises that necessitates immediate action to minimize damage and inconvenience resulting from such condition, the General Manager or successor, in consultation with the President of the Board of Directors, or successor, is authorized to enter into emergency contracts not to exceed $350,000, per contract, without bids or notice."

- Develop an emergency overtime policy – FEMA requires detailed documentation of labor costs before, during, and after an incident.
- Plan to maintain technical and financial operations during an emergency (e.g., Continuity of Operations Plan).
