About
West Coast Collaborative (WCC) is committed to serving Tribes in the West Coast region and Pacific Island territories. The West Coast region is home to 419 federally recognized Tribes and three territories. WCC has staff who provide targeted outreach on diesel emission reduction programming for the EPA and its partners. The goal of this page is to connect interested parties to resources and funding opportunities tailored to Tribes and Pacific island territories.

Grant Application Resources
- Thriving Communities Technical Assistance Centers (TCTACs)
EPA has funded 18 technical assistance centers across the country to provide training and other assistance to build capacity for navigating federal grant application systems, developing strong grant proposals, effectively managing grant funding, and more. There are four technical assistance centers between EPA Region 9 and 10 and three national assistance centers, one of which is the National Indian Health Board.
Tribal and Territory Diesel Emissions Reduction Act (DERA) Funding
- In 2014, EPA launched a funding program under DERA tailored to support Tribes and territories to achieve diesel emissions reductions. This annual program, as appropriated by Congress, aims to reduce diesel emissions on Tribal Lands or in Pacific Island territories, including Guam, American Samoa and the Commonwealth of the Northern Mariana Islands (CNMI).

Tribal Resources
- EPA's Indian Environmental General Assistance Program (GAP): The goal of EPA's GAP is to assist Tribes and inter-Tribal consortia in developing the capacity to manage their own environmental protection programs and to develop and implement solid and hazardous waste programs in accordance with individual Tribal needs and applicable federal laws and regulations.
- EPA Region 9 Pacific Southwest Tribal Program: The Region 9 Tribal office is committed to strengthening Tribal environmental programs and consulting with Tribes on federal regulations. Learn more about Region 9's Tribal programs and the 148 federally recognized Tribes on this office's page.
- EPA Region 9 Regional Tribal Operations Committee (RTOC): RTOC provides an opportunity for quarterly discussions between Tribes and EPA Region 9
- EPA Region 10 Pacific Northwest Tribal Program: The Region 10 Tribal office is committed to strengthening Tribal environmental programs and consulting with Tribes on federal regulations. Pacific Island Territories Resources
- EPA Region 9's Pacific Islands Office: The Pacific Islands Office helps EPA implement federal environmental law in the Pacific territories and assists with implementing WCC funding programs throughout the territories and Freely Associated States.
